Is There a Difference Between a Rescue Shelter and a Pound. Are There Legal Regulations?

Question by Lila: is there a difference between a rescue shelter and a pound. are there legal regulations?
I know of a “pound” in Jacksonville NC. I tried more than once to adopt a dog from there. every dog i checked was infested with fleas and ticks. I haven’t lived there in 2 years but while i was there i rescued a dog (he looked like a 2 yr old yellow lab mix) he was one of the sweetest dogs i ever met. I turned him in because he was infested with bugs (obviously a stray for a while) and he had either a broken or ininjured hip. I told the pound that i wanted him to go to a good home and if he wasn’t adopted in 2 weeks (which is what they gave the animals before they put them down) to let me know because i would adopt him. i called them every day. they always told me he wasn’t adopted but still up for adoption….they never gave him bug treatment or a vet. finally i called them and they told me they had put him to sleep that day. i was devastated. is it lelea galor them to have the dogs in that facility like that.

Pounds have little critera needed to adopt the dog out. It is mainly a kennel type place. Rescue groups on the other hand are ushually composed of foster homes. They have higher prices and ushually have higher criteria, and make you fill out an application. Some are breed specific incase you can’t find a dog at the pound. Rescue groups also ushually make sure the dog is healthy before giving him to you. For instance if they are underweight they will feed him large portions until he gains weight THEN they adopt him out.
