SCIENTISTS are hard at work to try to find genetic causes for alcoholism, drug addiction, promiscuity, violence, other aberrant behavior, and even for death itself. Would it not be a relief to find that we are not responsible for our actions but are merely victims of biology? It is human nature to blame someone or something else for our errors.
If the genes are to blame, scientists hold out the possibility of changing them, eliminating undesirable traits through genetic engineering. The recent success in mapping the entire human genome has given such aspirations new impetus.

I think it’s asking what role do social institutions (ex: schools, prisons, family, government, etc.) play in drug abuse. Like, are they the cause/problem, do they try to prevent it, what’s the effect on them

According to the official American Suboxone Prescribing Information, “SUBOXONE sublingual film is indicated for maintenance treatment of opioid dependence. Prescription use of this product is limited under the Drug Addiction Treatment Act.”
Under the Drug Addiction Treatment Act of 2000 (DATA) codified at 21 U.S.C.
823(g), prescription use of this product in the treatment of opioid dependence is
limited to physicians who meet certain qualifying requirements, and have notified the
Secretary of Health and Human Services (HHS) of their intent to prescribe this
product for the treatment of opioid dependence.
