I personally think it can be A. B. and C. But I also think that depression causes substance abuse in more cases then not.

Florida Drug Abuse: For New Drivers in Florida, Drug and Alcohol Test Is a Necessity
For residents of Florida that want to get their driver’s license, education is a must. The Florida government requires all first-time drivers in the state to pass a Drug and Alcohol Traffic Awareness (DATA) course also called a Traffic Law and Substance Abuse Education (TLSAE) course prior to getting their license.
Fortunately, taking the course has become more convenient, thanks to Florida traffic schools offering online versions of the course. The course takes approximately four hours to complete, and those taking it are able to login and logout as many times as they need to in order to finish the course. The system will automatically log the time each test-taker has spent online so as to help them keep track of the time they have spent taking it.
